There is a chance someone may heavily defend a river, in which case a few marine divisions could also be useful to punch a hole through. So just withdraw them until the next invasion. Once a port is taken, the marine division is no longer needed usually. So again you only need enough marine divisions to attack ports directly, while landing on non-ports should be done with faster divisions that can then turn and assist in the fight against the port. Now as an attacker, you need a very efficient force attacking the port directly, but not so much on non-port tiles. So the defender should build coastal and land forts on ports and put a few divisions there. If you can deny an invader a port, you will eventually defeat that invasion. The reason you don't need a lot is because its usually very inefficient to defend an entire coastline, in which case defending ports is the main priority. Now if you are playing a world conquest game, this is when upgraded marine divisions can be helpful but again you really don't need a lot of them. Also, with how fast the war can end combined with long research and production speeds, you are better off focusing on planes and tanks than using any of your limited research and production to really beef up marine capabilities. In the pacific, marines are only necessary when taking islands with a very small (or 1) number of provinces, but the defense of these small islands is also usually light, so only a few divisions of marines would be useful.

If you are just playing to win WW2, paratroopers and invasion location choice mean that you don't even really need marines in Europe. This thread is a little old (4-5 months) but before I get into the question, let's think hypothetically.
